DAE Launches ‘One DAE One Subscription’ Initiative in Mumbai (GS Paper 2, Government Policies)

DAE Launches ‘One DAE One Subscription’ Initiative in Mumbai (GS Paper 2, Government Policies)

Introduction:

  • On July 31, 2024, the Department of Atomic Energy (DAE) launched the ‘One DAE One Subscription’ (ODOS) program at Tata Memorial Hospital in Mumbai.
  • This innovative initiative is aimed at revolutionizing access to scientific research within the DAE community.
  • By centralizing subscription services, ODOS seeks to enhance research capabilities, foster collaboration, and support the scientific growth of approximately 60 units affiliated with the DAE.

Overview of ODOS:

  • The ODOS program represents a major step towards simplifying access to scientific literature for DAE members.
  • Traditionally, accessing research papers and journals required multiple subscriptions and complicated processes.
  • ODOS consolidates these resources into a single subscription model, making it easier for researchers and institutions to stay updated with the latest scientific advancements and collaborate more effectively.
  • This initiative is expected to boost knowledge sharing and promote innovation within the DAE’s extensive network.

Collaboration with Publishers:

To bring ODOS to fruition, the DAE has forged new partnerships with two leading publishers: Wiley India Private Limited and Springer Nature Group. These collaborations significantly enhance the scope of available journals and research papers, representing a substantial upgrade from previous access levels.

  • Wiley Agreement: The partnership with Wiley provides DAE members access to 1,353 journals. This includes a broad range of publications dating from 1997 to the present. Previously, access was limited to just 166 journals across 12 units, marking a considerable expansion in available resources. This increase will allow researchers to access a wealth of current and historical research, thereby enriching their work and supporting more comprehensive studies.
  • Springer Agreement: The agreement with Springer grants access to 2,686 titles, which includes 553 fully open-access journals. This new arrangement is a significant improvement from the former access of 1,752 journals across 14 units. The inclusion of open-access journals means that DAE researchers can now publish their work in an open-access format without additional fees, promoting broader dissemination of their research findings.

Perpetual Rights and Open Access Publishing:

  • A key feature of the ODOS program is its provision of perpetual access to all subscribed journals starting from 2024.
  • This ensures that DAE members have uninterrupted access to valuable research resources.
  • Additionally, the program supports open-access publishing, which allows researchers to publish their findings without incurring Article Processing Charges (APC).
  • This support for open access is in line with the broader 'One Nation One Subscription' (ONOS) initiative, which aims to improve knowledge accessibility across India and support a more inclusive and transparent research environment.

About the Tourism Sector ODOS Model:

  • Interestingly, the term 'One DAE One Subscription' also finds application in the tourism sector, where it refers to a subscription model that offers comprehensive access to various travel experiences.
  • This model provides customers with a single subscription plan that includes a range of travel services, such as exclusive deals, discounts, and curated itineraries.
  • It is designed to offer value, flexibility, and convenience, catering to both adventure enthusiasts and business travelers.
  • By leveraging digital platforms, this model simplifies the booking process and promotes local tourism, supporting sustainability and enhancing the overall travel experience.

Conclusion:

  • The launch of the ODOS initiative by the DAE marks a transformative moment in the accessibility of scientific research.
  • By consolidating subscription services and supporting open-access publishing, ODOS aims to enhance research capabilities, foster collaboration, and contribute to scientific advancements in India.
  • The initiative not only improves access to essential resources for DAE members but also aligns with broader efforts to promote open-access research.
  • Meanwhile, the tourism sector’s use of a similar subscription model illustrates the versatility and benefits of subscription-based access across different fields, offering greater convenience and value to consumers.
