Indian Army Launches E-SeHAT Tele-Consultancy for Veterans (GS Paper 3, Defence)

Introduction

  • On July 30, 2024, the Indian Army unveiled the Electronic Services e-Health Assistance and Tele-consultation (E-SeHAT) module, a pioneering initiative aimed at enhancing healthcare services for veterans.
  • The new system, under the Ex-Servicemen Contributory Health Scheme (ECHS), allows veterans to receive medical consultations from the comfort of their homes, eliminating the need for physical visits to ECHS Polyclinics.

 

Pilot Launch and Expansion

  • Initial Phase: The E-SeHAT module's pilot phase is operational at 12 ECHS Polyclinics, including locations in remote areas such as Baramulla, Imphal, Churachandpur, Dimapur, and Aizawl. This phase has successfully facilitated tele-consultations, demonstrating the module’s effectiveness in reaching beneficiaries in less accessible regions.
  • Nationwide Rollout: A full rollout of E-SeHAT across all 427 ECHS Polyclinics is scheduled for November 2024. This expansion will make tele-consultations available nationwide, further enhancing accessibility for veterans.

 

Compliance and Infrastructure

  • Guidelines Adherence: E-SeHAT complies with the telemedicine practice guidelines issued by the Ministry of Health and Family Welfare, in consultation with NITI AAYOG, in March 2020. These guidelines ensure that the module adheres to national standards for telemedicine practices.
  • Infrastructure Support: All 427 ECHS Polyclinics have been equipped with necessary IT hardware and equipment. Additionally, staff members have undergone training to effectively conduct online consultations, ensuring a smooth implementation of the new system.
  • Future Enhancements: Planned future enhancements include pre-consultation vital checks, home delivery of medicines, and referrals to empaneled hospitals by medical officers, which will further improve the service's scope and functionality.
